Arunachal asks Centre for special funding
ITANAGAR, Jun 01: Arunachal Pradesh Chief Minister Kalikho Pul has requested the Centre to consider special funding for the state on the lines of Special Plan Assistance (SPA) in a bid to ensure continued investment in critical infrastructure.
"If the Centre seeks to continue to pursue the policy of trying to bring the backward states at par with the other developed states of the country, it must ensure special dispensation in some form or other for these states to cope up with the national development process," Chief Minister Kalikho Pul said during a meeting with the 13-member all ministries Niti Aayog team led by its CEO Amitabh Kant on Tuesday.
Pul said the financial gain in case of Arunachal Pradesh, like other Special Category States, which are mostly resource crunched, was not so much as in the case of other general category states.
"This is mainly due to the fact that the allocations like NCA (Normal Central Assistance), SCA (Special Compensatory Allowance), SPA and few CSS (Centrally Sponsored Schemes), which have been delinked from the plan allocation, used to constitute a major portion (about 40 pc) of the total central assistance to the state during 2014-15," he said.
During 2015-16, the Centre has released Rs 7,200 crores as devolution of taxes to the state as against projected figure of Rs 8,003 crores by the FFC.
Further, for the current financial year, the finance ministry has earmarked Rs 7,800 crores as against the projected figure of Rs 9,237 crores by the FFC.
"There is a deep felt need to build public confidence so that people living along the borders and also in the entire border state of Arunachal are assured that they are indeed an integral part of India, as the government announces each time there is a Chinese claim," Pul pointed out.
"The sense of neglect and apprehension that people have felt due to lack of development for long, has now to be met with action on the ground. We must ensure that the communities are given the basic amenities of life and a competitive standard of living, in comparison with other parts of the country," he said.
Arunachal is an uncontested and integral part of India, the chief minister said and asked the Centre to be more assertive with international donor agencies and impress upon them to invest freely in the state.
"Arunachal Pradesh should be made pivotal to our foreign policy vis-s-vis China. For a start, Japan may be invited to invest in the state in order to check Chinese hegemony in the region," he suggested. (PTI)
AAPSU questions PDS payments
ITANAGAR, Jun 01: The All Arunachal Pradesh Students Union (AAPSU) has alleged that govt of Arunachal is initiating process to make whopping Rs one hundred eighty crore payment to PDS contractors. Union claimed payment is being made to handful of influential persons including legislators who are part of the ruling government.
AAPSU General Secretary Biru Nasi met the Director of Food & Civil Supplies and enquired if the department has any money or has received any amount from the centre to make the payments. Union claimed that Director informed that department has not received any fund to make payment to PDS contractors.
“But he confirmed that the payments would be made shortly. On further enquiry, the Director informed that the state govt. has been directed by the Supreme Court to make the payment,” AAPSU claimed. The union questioned why state govt. keeps loosing cases in PDS matter and has cast aspersion on role of advocates representing the state.
AAPSU has demanded state govt. to make it known to the people on how they are going to make the payments. It asked whether the centre has provided funds to make the payments or they are going to make the payments in good faith to these few contractors from the state exchequer. If latter is the case then payments should be made to all the PDS contractors especially those who have done their work honestly and cannot afford to knock the doors of Supreme Court,” said AAPSU.
Further they added, “At a time when govt. employees are fighting for their salary and the common people are struggling to fulfill their daily needs, making payment to only few influential people is wrong. We shall not accept the diversion of funds meant for the people of Arunachal Pradesh to go into the pockets of a few people.”
Union has appealed to the Governor of Arunachal Pradesh to interfere in the matter as he had done earlier to give justice to the common people of Arunachal Pradesh.
Dolo seeks funds for police
ITANAGAR, Jun 01: The Deputy Chief Minister, Kameng Dolo has urged the Niti Aayog to grant Rs 800 crore to meet up the needs of the police department.
Dolo said this while speaking at an interactive session with Inter-Ministerial team from Niti Aayog in Itanagar on Tuesday.
He said that in order to have a very sound and effective law and order system in the state, the Government of India has to provide adequate funds since Arunachal have a very weak internal resource base.
“It is very important to have modern, latest and up to date communication networks, arms and ammunitions, digital networks and infrastructural facilities as well as housing for the police personnel working in the state”, Dolo added.
Dolo further urged the Chief Executive Officer, Niti Aayog to extend financial support for creation of another 401 posts for women police and twenty women police stations across the state to deal with crimes against women. He also placed a demand before the Niti Aayog for creation of additional seven IRBN Battalions in Arunachal Pradesh to meet up security arrangement of around 130 hydro power projects, National Highways as well installations of national importance.
Vetting for creation of posts like SPs and IGs for Internal Security, Intelligence, Traffic, Fire Service and Emergency, Dolo said that in order to counter the activities of UG militants and Intelligence wing of neighbouring countries like China, Bangladesh and Myanmar , it was essential to have the requisite number of officers .
Expressing his desire to have “State of Art” police training centre in Arunachal Pradesh, Dolo informed the visiting inter-ministerial team of Niti Aayog that unfortunate firing incident in Tawang could have been averted had the police been trained in sensitive and effective policing. DC dissatisfied with poor immunization coverage
ROING, Jun 01: Lower Dibang Valley Deputy Commissioner Ravi Dhawan expressed dissatisfaction over poor immunization coverage in some blocks during the third phase of Mission Indradhanush (MI).
While reviewing the progress of the immunization programme during a meeting with the health officials, ICDS deputy director and others, Dhawan called upon all those, who were entrusted for carrying out the programme, to work in a coordinated manner and full dedication.
He sought the list of all pregnant women and children in the age group of 0-2 years and 2-6 years in every block and centre under Roing separately within 15 days.
District RCH Officer Dr. R Mena informed that 82 percent immunization coverage has been achieved so far under both MI and routine immunization and the process of head counting has been expedited to cover the left out groups. DIPRO
Woman crushed to death by GREF truck, Orgs seeks action

MECHUKHA, Jun 01: A 50 year-old woman succumbed to her injuries after she was fatally knocked down by a BRTF truck at Rego village under Mechukha sub-division on Wednesday afternoon.
The deceased identified as Yapung Komi, a GREF labourer, was reportedly loading some materials on the truck when the truck knocked her down causing serious injuries to her body.
She was then rushed to Mechukha, around 17 kilometers from the place of occurrence, for treatment, but succumbed to her injuries at Army Hospital, Mechukha.
Meanwhile, the son of the deceased, in an FIR lodged at Mechukha Police Station held the driver Pramud Kumar of 1443-BCC-GREF, Mechukha responsible for death of his mother.
He demanded that the driver is immediately arrested.
It is reported that the dead body has been kept at Army Hospital and no one has been allowed in, creating public uproar.
Informing about the incident over phone from Mechukha, Takar Komi, president, All Mechukha Sub-Division Youth Welfare Association (AMSDYWA) claimed that instead of immediately taking her to hospital for treatment, the deceased was kept at GREF camp for one hour without any reason.
“The deceased could have been saved had the BRTF authorities acted responsibly,” said Komi, adding, the mishap occurred due to sheer negligence of the driver. The Association strongly demanded the concerned authorities to immediately arrest the driver and compensate the deceased family.
Expressing shock over the accident, the Boh Ramo Bokar (Adi) Elite Society has strongly demanded for immediate arrest of the driver and exemplary punishment for reckless driving and killing an innocent live.
Claiming that the deceased was taken to Mechukha, around 17 kilometers from the place of occurrence, without informing the relatives and letting her die due to lack of immediate medical attention, the Society demanded for immediate arrangement of compensation to the deceased family.
Further, the Society strongly condemned the alleged intervention of Indian Army to protect the driver and prohibiting the family to see the dead body. The Society urged upon the Indian Army authorities and BRTF not to interfere into the matter as it was police case and let the police take their own course of action. The Society threatened to launched rigorous democratic movement against the Indian Army and GREF if the culprit is not arrested and put behind the bar within 24 hours.

Kaling Borang gets Literary Award
ITANAGAR, Jun 01: Doyen of the Arunachalee Literature and Journalism Lummer Dai built a bridge between Arunachalee and Assamese societies through his brilliant literary works, which needs to be cemented as well as goodwill kept alive, said Governor of Arunachal Pradesh JP Rajkhowa while attending the 77th Birth Anniversary of Lummer Dai, which was organised by Arunachal Pradesh Literary Society in Itanagar on June 1.
Paying rich tribute to Late Lummer Dai, Governor said that Dai was also a great humanist, who reflected in his work, the woes and challenges of downtrodden and women in the society, thereby strongly advocating for their rights and self-determination.
While expressing unhappiness that younger generation is taking less interest in pursuing literary activities, the Governor said that young Arunachalee boys and girls have immense pool of talent which can be seen in their school and college magazines. They must be encouraged and their literary pursuits should be supported, he said.
He said that with its large number of tribes having distinct and variants culture and heritages, Arunachal Pradesh has all the subjects to get inspiration and to write about. He suggested for developing script for each and every language of the tribes so that the ancient oral culture are preserved before it’s too late.
Commending the APLS for its effort in promoting creative writings, the Governor said that people of the State must come forward and help the Society in cash or kind to lay strong foundation for literary pursue.
Contributing a cash amount of Rs. 50,000.00 (Rupees Fifty Thousand) only towards the Society, he advised APLS to draw students and youth towards literary activities.
The Governor suggested APLS to bring out monthly magazines in multiple languages, which may include English, Hindi, Tribal Languages and Assamese.
Congratulating Kaling Borang for receiving the first ‘Luminous Lummer Dai Literary Award’, the Governor expressed the hope that the Award will encourage budding writers and poets.
In his acceptance speech, Borang said that the Award will motivate him to work harder and write for the society. Borang, who considers Late Dai as his guide, mentor and inspiration, said that writing require continuous attachment and practice. Exhorting the younger generation towards writing, Borang said that they need to take the first step, that is start writing. Skill can be developed slowly.
In his address, renowned author and publisher from Assam, Nabin Baruah, said that people of Assam consider Late Dai more as Assamese than Arunachalee for his exceptional works in Assamese language. His writings were inspirational and phenomenal.
Editor of Echo of Arunachal and wife of Late Dai, Nanni Dai said that Late Lummer Dai earned lots of respect from people of Arunachal Pradesh and Assam. Dai expressed her gratitude to APLS for its initiative in conceptualization of ‘Luminous Lummer Dai Literary Award’.
In his presidential address, the President of Arunachal Pradesh Literary Society, Dr. Y.D. Thongchi, Sahitya Akademy Awardee briefed on the activities and initiatives of the Society. He appealed to the people for financial assistance to carry forward the path of literacy, poetry and writing as shown by Late Lummer Dai.
Earlier Secretary APLS, Batem Pertin, Director, Research, Govt. of Arunachal Pradesh said that prime objective of holding the function is to generate and promote literary sensitization amongst the people of Arunachal Pradesh, especially younger generation. He hoped that the programme will give the participants enough of motivation and encouragement and provide the audience with rich set of diversion.
Vice President, APLS Tokong Pertin, Director, Trade and Commerce, Govt. of AP also spoke on the occasion while MP Ninong Ering was also present.

The maiden ‘Luminous Lummer Dai Literary Award’ was given to Kaling Borang, a multi-lingual writer-poet from Pasighat. The award instituted by Arunachal Pradesh Literary Society includes a trophy, a citation, cash amount of Rupees Ten Thousand and books. The award was presented to Borang by Nanni Dai, Editor of Echo of Arunachal and wife of Late Dai.
Other side of Reality Shows in Arunachal

ITANGAR, Jun 01: Of late Arunachal Pradesh is witnessing many reality shows such as Arunachal Got Talent, Arunachal Idol, Arunachal Boogie-Woogie, Arunachal Dance+, Nyishi Surili Awaz, Nyishi Idol, Miss Arunachal, Little Miss Arunachal, Arunachal winter pigeon to name a few. These events are being organized to showcase the talent of youths in various fields of activities ranging from dance, singing to fashion. At least the youth of the state are provided platforms to expose their hidden talent in state level, if not at the national level. Almost all the events are yearly.
However, the other side of reality show in Arunachal is even more damaging and dangerous. The mind of limited youth population of Arunachal is completely getting diverted and turning to the world of glam and fantasy through these reality shows. Bollywood, Hollywood and Korrywood (Korean) movies and music albums adds extra spice in the minds of youth. Today, the youths of Arunachal are desperate to get a comment from their friend --"hey! You look like a Korean" which itself tells a lot about their minds being diverted.
The mind of youths of Arunachal are diverted so much that parents, elders and Govt authorities now need to find out a quick solution before it is too late to mend their attitude, life style and behaviour.
In recently announced CBSE Class X results, the pass percentage in North East region dropped down like never before due to bad performance of Arunachal and Sikkim. The pass percentage of Arunachal stands at 67.35% which is lowest in India whereas Assam, Manipur, Meghalaya, Nagaland and Mizoram scored above 90% while Sikkim got 82.5%.
Similar results have been witnessed for Class XII CBSE results in NER. These dismal figures are nothing but the end result of reality shows.
The other day, I got to get a casual conversation with group of IRBN headed by SI. They disclosed that every night at least three-four complaints are received at Naharlagun police station. Every time, it is a case of nuisance created by youths who party whole night, take all short drugs and drinks and do immoral activities.
It is to be noted that the shows kick start with the collection of funds, in the form of forceful donations from officers, businessmen, politicians, contractors in the name of talent hunt or showcasing youth talent in the state. But so far I have not witnessed the winners of these reality shows making their places in national level events or in Bollywood or Hollywood or any other platforms.
The organizers of such reality shows were highly inspired, motivated when Chief Minister while attending the grand finale of recently concluded reality shows like Arunachal Got Talent and Nyishi Surili Awaaz had announced huge amount for conducting the shows as annul events. However, the precedent set by CM will stay henceforth as the organizers have already sensed and tasted money in it. Now, people are forming group as organizers and one group or other is planning to organise such shows every month. The shows in pipeline are -- Arunachal dance+, Arunachal Raw Star, Nyishi Idol etc. Hence, the organisers, to me, are interested in making money rather than finding real talent.
Such random organisation of reality must be discouraged and avoided at every stage if people and Govt of Arunachal really want to see their youth’s progress in every field. It would be better and more befitting if the govt itself draws a proper plan and conduct such shows through Art & culture department considering the popularity of shows. Giving away money to each and every organisers by govt will defeat the primary objective of such shows for sure.
The interested organisers of such shows should seriously consider conducting other reality shows like state quiz, essay, and spelling bees competitions so that the youths of state are exposed to more meaningful and benefitting events.

ITANAGAR, Jun 01: The Inter Church Sports Meet organised by the youth wing of Christian Revival Church (CRC), Itanagar began at the playground of DN Govt. College on Wednesday.
Deputy Registrar of Rajiv Gandhi University David Pertin, who inaugurated the sports meet, explained the importance of playing sports to stay physically fit, healthy and mentally sound.
He urged the young participants to think positively, shed anger and develop the quality of self-control.
Encouraging the participants to maintain sportsman spirit, he said that participation is more important than winning.
CRC Doimukh boys defeated APCRC youth wing by five wickets in the inaugural T20 cricket match.
In the opening volleyball match for the girls, the team from CRC Papu Nallah got the better of CRC Nirjuli in straight sets.
Twenty-five teams from as many Christian revival churches of the capital complex and Sagalee area are participating in the cricket (for boys) and volleyball (for girls) championships, informed organising secretary Gem Doli.
The finals of the meet will be played on June 5. The winners, runners-up and second runners-up teams will be awarded cash prizes along with trophies and citations.

7th Career Fair 2016 gets underway

Roads closed
ITANAGAR, Jun 01: The roads from F-Sector Bridge Point to Niti Vihar tri- junction and NH-415 (near ANSU office, E-Sector) to Abotani Bridge point will remain closed until June 7 due to delay in completion of the cement concrete work of the approach road.
Capital Complex administration has issued the road closure order after PWD, Capital Division-A informed that the department was unable to complete the work on time due to bad weather condition. DIPRO
Drug peddler nabbed

NAMSAI, Jun 01: One drugs peddler was apprehended with 7.2 gm of contraband substance from Manfaiseng village under Namsai circle by a joint team of police and students on May 30.
Following information from reliable sources, the joint team of All Tai Khampti Singpho Students Union, All Namsai Area Youth Association and Namsai District Students Union and Namsai Police led by OC Lod Tari raided the house of one Chow Chamtham, where the team recovered 7.2 gm of contraband from the possession of his wife.
A case has been registered against the culprit under NDPS Act, Sec 21 (b).
On further investigation, it was revealed that the drugs are being supplied from Udaipur village under Diyun circle of Changlang district.
The operation was part of the team’s anti-drugs campaign to make Namsai a drugs free zone.
Contractors demands APDBEP Act
ITANAGAR, Jun 01: The West Siang District Registered Contractors Association has demanded proper implementation of Arunachal Pradesh District Based Entrepreneurs and Professional (APDBEP) Act 2015 and Arunachal Pradesh Contractors Enlistment Rules 2008.
Any department found violating the Act by not floating tender notice for any work will invite legal action, cautioned the association. It further demanded that CPWD manuals are followed while floating tender notice.
Training programme on income generation
ITANAGAR, Jun 01: A three days vocational training programme on “Livestock Based Income Generating Activities under Climate Change Situation” was conducted from May 30- June 1 by KVK and ICAR Arunachal in the Basar circle of West Siang District.
All together 42 farmers including rural youth and farmers from Eshi Chiku village participated in the training programme. The programme was initiated with a daylong theory classes covering the topics backyard poultry farming with improved germplasm, why and how to do commercial pig farming, common diseases of livestock and poultry and its curative measures. On the second day farmers were brought to the ICAR Research farm, Gori, where practical demonstration on pig, poultry and dairy housing, feeding, vaccination and other health care measures were demonstrated to the farmers. On 3rd day a health camp cum vaccination camp was organized at EshiChiku village where the vaccination techniques of Ranikhet diseases were demonstrated to the trainees. During the camp inputs in terms of deworming tablets, mineral mixtures and vitamins for livestock and poultry were distributed to the livestock farmers.
Lowangdong visits Khonsa schools
ITANAGAR, Jun 01: The Education Minister of Arunachal Pradesh Wanglin Lowangdong accompanied by government officials and public leaders visited Government HS School, Pinewood Middle School, Bank Colony ME School and Town Secondary School at Khonsa on June 1st.
The Minister inspected the School buildings and other infrastructures. Lowangdong assured to provide sufficient funds for repairing of the Auditorium of Government HS School, Khonsa which is in a ramshackle condition for want of maintenance. He also assured to initiate steps to improve the School play ground.
When he inquired about the well-being of the Teachers and staff they told him that acute shortage of drinking water, especially in winter was the most pronounced problem they faced. The EE, PHED Tage Nipa told the Minister and the Teachers that solution would be found out soon about which he had already discussed with the Principal. ITANAGAR, Jun 01: RK Mossang Memorial Society organized a- month-long course on basic computer skill for unemployed youth sponsored by Small Industries Development Bank of India, Itanagar Branch.
Retired ADC W. Tikhak attended the valedictory function on May 30 and distributed certificates to the successful trainees.

ITANAGAR, Jun 01: In a six-point memorandum submitted to the General Manager State Transport Services, Naharlagun, the All Arunachal Pradesh State Transport Welfare Association (AAPSTWA) has on Tuesday sought early fulfilment of its demands which include; enhancement of Earned Leave and grade pay for the post of LDC & Store Keeper (Group-C) from Rs.1,990 to Rs. 2,400 per month, immediate stop on direct appointment in all categories of posts, modification of recruitment rules, settlement of pension cases besides, funds for purchase of new buses.
The Association has further threatened to resort to democratic action in case its demands are not met within a month.
DC leads plantation drive to mark World Environment Week
DAPORIJO, Jun 01: Upper Subansiri Deputy Commissioner Komkar Dulom led a team of officials in avenue plantation organized in the premises of Singhik Hall here as part of the World Environment Week.
Dulom urged officials of every department to plant trees in their respective office and residence premises with help of the forest department.

Waitlisted candidates should not be appointed for the post of JE: Forum
ITANAGAR, Jun 01: The Arunachal Civil Engineers’ Aspirant Forum (ACEAF) has in a letter to the Director Arunachal Pradesh Energy Development Agency on Wednesday, appealed to him not to appoint waitlisted candidates for the post of Junior Engineer (Civil) and conduct fresh recruitment for them by maintaining Recruitment Rules.
The Forum has alleged the appointing authorities of violating the verdict of the Supreme Court and recruitment rules of the department by advertising vacancy for 5 posts of JE and not mentioning the actual number of vacancies to be filled up.
Of the 5 nos. of posts advertised vide advertisement No. APEDA/E-559/2015/4050-4105, dated 23 Oct 2015, 7 candidates were selected while, 24 were kept in the waiting list which is a clear violation of 1:3 ratio, it claimed.

Difficult days ahead
Even as people of India are struggling with the skyrocketing prices of essential
items, the government of India has increased the prices of diesel, petrol and LPG.
On Tuesday Petrol and Diesel price were hiked much to the distress of the people
of India. Giving further heartburn, the prices of non-subsidized cooking gas was
raised by 21 rupees per cylinder which consumers buy after exhausting their quota
of subsidized cylinder.
The price of Aviation turbine fuel, ATF, has also been hiked by 9.2 per cent. These
announcements along with imposition of several new tax measures on various items
from 1st June onwards are going to hit people harder. The worst affected will be
middle class and lower middle class section. Already prices of food items like Dal,
the staple food item of majority of Indian especially the poor have touched all time
high. The price of Tur Dal is Rs 200 per KG in the market. Dal is now virtually
out of reach for the poor Indians. The hike in diesel price will further led to increase
in food items. The BJP government came to power with the promise of stabilizing economy,
create new job opportunities and keep inflation in check. Even as BJP celebrates
two years of coming to power the situation has not really changed much. The food
prices continue to remain high. Youths are not finding new job and unemployment is
still a major cause of concern. Adding to it, imposition of several new tax measures
is going to make life more difficult for the Indians.

is only the HSS in entire Dambuk Sub Division, it has never been functioning with
full teaching staff. In such circumstances, The DC’s intervention is need of the
hour and no political party leaders should intervene.

Dear Editor,
This is in response to allegation levelled against me which were published in various
News Paper of the State when I was posted as the Executive Engineer(E), Kurung Kumey
Electrical Division, Department of Power, Sangram by All Kurung Kumey District Student
Union regarding Shifting of Electric Utility under Arunachal Trans Highway at Koloriang.
I once again categorically deny the allegation levelled against me by the All Kurung
Kumey District Student Union. I was posted in undivided Kurung District as Executive
Engineer(E) in June '2012 & I have the served the undivided Kurung District with
utmost sincere & dedication till 23rd May 2016 despite constant intimidation & blackmailing
by anti social element.
When 85 Road Construction COY(GREF) deposited demand draft No,949946, dated 28/11/2013
amounting to Rs.1,32,44,610.00 only for shifting of electric Utility for 20 KM between
Koloriang & Sangram, we were accordingly requested to immediately start the shifting
work . It is once again clarified here that I as DDO of the Division then had issued
work orders to local contractors & materials were received & measured by the concern
Junior Engineer(E) and accordingly ,bills were passed by the concern Assistant Engineer(E)s.
Thereafter, I as a DDO conducted test check as per CPWD Manual provision & released
payment after strictly verification and inspection of the material at site and no
payment was made to any contractor without executing the work. The erection work
of poles at some location has already been done and the remaining materials were
lying at Department store at Koloriang which were under custody of concern Assistant
Engineer (E) & Junior Engineer(E) and the erection work shall be resumed as soon
as the Right of Way is finalized .
Now, I am already transferred & Government has already constituted the departmental
enquiry committee, hence there would be free and fair enquiry.
Therefore, I appeal to the student Union not to soft target me personally again and
again by publishing my name in media till the enquiry is completed. I am ready to
face disciplinary action if found wrong. The payments made during my period:
1. Total Amount deposited: Rs. 1, 32,44,610.00
2. Payment made against supply & other: Rs.1, 11,00,000.00
3. Payment made Erection work: Rs. 7, 27,782.00
4. Balance amount against Erection: Rs.l4, 16,828.00

Comply with Recruitment Rules
Dear Editor,
The argument that APEDA, Hydro Power, RWD, Power and WRD have declared the results
for appointment of Junior Engineers while the PWD which has conducted exams for more
than thirty-four posts of JEs in 2015 but yet to declare the result do not hold any
water. The argument can simply be termed as pressure tactics exerted on SE PWD
In-charge of Coordination and Recruitment to commit an illegal act by a hand full
of few privileged lot who had already tied up for the favourable outcome of the exam
results.
I as a law abiding citizen wish to draw the attention of my fellow unemployed Engineers
that, as per APPSC Limitation of Function (regulation) 1988, it is only the APPSC,
a Constitution Body, which is the competent body to recruit all group A and group
B Gazetted/ Non Gazetted posts. The State Govt can only relax rules under group C
or D posts that too under the rarest of the rare situation.
Further our State Govt vide Office Memorandum No. AR-57/2009 Dated 7th July 2009
has already adopted the GOI Rules issued by Ministry of Personnel, Public Grievances,
Pension and Training Order no. 11012/7/2008-Estt(A) Dtd 9/4/2009, according to which,
any post with Grade Pays Rs5400,Rs 4800,Rs4600 and Rs4200 in the scale pay Rs9300-34800
in Pay Band-2 are Group B Posts. Therefore, even a lay man knows that posts of JEs
are Group B non Gezetted and the recruitment is to be done by the APPSC and not through
the Director/ SE/CE or Commissioners of the Depts.
Such being the clear position of law, it is duty of HCM and CS to intervene and direct
all HOD’S to cancel or withhold all illegal appointment made after 20/4/2009 and
transfer all vacancies to APPSC for early recruitment. I further appeal the APPSC
not to remain as mute spectator and assert its duties and responsibilities by writing
to all HOD’S to comply with the Rules of Recruitment.
Hope, the policy makers at the helm of affairs will take cognisance of the wrong
doings of various Govt authorities and initiate immediate affirmative action and
will not wait for somebody to go to High Court or Supreme Court to enforce the
provisions of law. After all, the Apex Court/ High Courts of the Country had on number
of rulings had already observed that” two wrongs don’t make one right”.

This is regarding National Food Security Scheme. Those people making policies in
Delhi are Roti/Naan/Chappati eaters. They must know Rice is an important part of
the meal in North East. 5Kg per month/per adult is not justified at all.

Allegation baseless, untrue
Dear Editor,
This is in reference to a news item published in your daily on February 16 last regarding
rape incidents wherein my name appeared as an accused in one of the rape cases.
It is to clarify here that I am not a rapist; I have not raped anyone in my life.
As a respectful citizen having respect for women, how can I even think about such
evil things? Allegations levelled against me were baseless, untrue and uncalled
for; it was only to defame my name and my family. I am innocent. Those people who
had alleged me should refrain from levelling such baseless allegations.
